1. Law is a means and justice is an end. The purpose of the law is justice for all. Do you believe the judiciary of Nepal is able to ensure justice in society?

Critically assess women's rights with special reference to Article 38 of the Constitution of Nepal? Is this right consistent with the spirit of gender justice?
2. Attempt any three of the following questions. 3X10-30
a. How do you define the right to constitutional remedies under Article 46 of the present Constitution of Nepal? Discuss the writ of Habeas Corpus in this regard.
b. Right to equality does not mean equal treatment of unequal. Explain.
c. Analyse the role of the constitutional bench under the present Constitution of Nepal.
d. Evaluate the contribution of Dean Roscoe Pound in Sociological School.
3. Creative Writing (Approximately 300 words. Answer only in English) 1X20-20
Nepal is passing through a difficult phase of political confusion and economic crisis. The younger generation is generally fed up with the same old leaders leading the government and political parties. There is a growing demand for a change in the system of election and form of government. There is a growing demand for abolition of the parliamentary system of government at the federal and provincial level. They argue that the parliamentary system enables the older generation and leaders to control and rule the everyday politics of the country. People have no effective say in who will lead the federal and provincial governments. It is the old and outdated leaders who dictate the members of parliament and state legislature to choose their leaders. This has prevented fresh and young people with new energy and new thoughts from coming in as leaders of the government. The younger generation want direct election for leader of the government like in Nagarpalika and Gaunpalika. What is your view about this? Support your answer with logical arguments.
